He should have enough, money, to hire a lawyer, have the lawyer arrange for a meeting at an airport, and turn himself in to be booked, and bonded out. He can then let it play out in court. If the story, is true, whether, a set up or not, I don't think, a conspiracy theory, will be much of a defense...

There are no regulations, in the LTC firearms proficiency test, that require any gun be fired with only one hand. To require that, of someone, with a non-traditional "pistol" seems unfair.
