The way I understand it is they give priority based on how life threatening the issue is. Who makes that decision may have been the problem with the person bleeding profusely. Even if it was a completely dry bite (not possible), and your immune system was superb - the risk of deep tissue infection is significant.
Osteomyelitis sucks, the treatment for it sucks even more - typically involving a bone saw and learning how to do things in new and exciting ways.

Titrate for effect and transport. Other sources indicated additional doses were given to deliberately restore consciousness, wrong on multiple levels.
