No, State Law cannot supersede Federal Law so it would only effect State, County, City etc that can be governed State Law.

I wonder why they don't do this for cars as well, if this is really about promoting individual safety and responsibility? Shamefully they do not spend as much time trying to balance the budget as they do reviewing individual freedoms.
