Enhanced training isn't necessary. Texas CHLers have a 20+ year stellar track record. Walking into a certain building or attending a certain type of event won't magically transform the most law abiding segment of the population into trigger happy yahoos.

This was only the second go at removing the off limits places for CHLers. There's no reason to offer a compromise when this issue hasn't even made it to debate yet. The process usually takes a while.

The priorities for 2015 were open carry and campus carry. A lot of political capital went toward those goals. So there wasn't much left for any other groundbreaking moves.

As with many previous sessions, the budget is top priority. And according to today's news, that fight is coming to a head now (or just has). Once the budget is done, they'll move on to other items. I think that the Senate's quick movement on campus and open carry got everyone revved up earlier than normal. There is still plenty of time left.

It's true that guns and alcohol don't mix. And it's also true that some people have an alcohol-induced Mr Hyde on board. But neither of these truisms should be cause to bar the rest of us from carrying responsibly - even in places where more sales of on-premises consumption alcohol is sold more than anything else. Barring everyone from responsibly carrying in 51% locations is akin to outlawing firearms because somebody shoots up a school or movie theater. The prohibition punishes those of us who've never committed the wrong because of the bad acts of a very few (or in this case, the probable acts of an unknown number of bad actors).

Correct, 30.06 would still be in effect. HB 308 would remove most of the "off-limits by statute" places.

Maybe some of the regular folks are falling into the trap that new CHLs do, not reading through to the bottom of the prohibited places section where the section was amended so that churches, hospitals, amusement parks, etc can prohibit concealed carry by posting 30.06. Obviously hospitals and amusement parks are already aware of this. Maybe churches aren't?

That's a really tall order! Given the scrutiny and debate of open and campus carry I can't help but wonder why the 3/24 list wasn't pared down some. Just 308 on its own is bound to generate a somewhat lengthy discussion. Add in some of the others like local weapon ordinances, and that agenda is going to make for a very long day.
