If I am correct about the water being owned by the state under the navigable streams claim, then a CHL is good enough right now and would not be needed if this bill passes. It would make the boat on the water just like the car on the highway is now.

But it would only work for people entering the lake through some legal method. It would not change the COE owned park land around the lake. I was thinking of the post about having a car meet you and drive the pistol around the lake when I wrote the first post.

Actually, I am not sure this will not change things. The legal question would be who owns the water in the lake. I have never really studied this area of law, but I have always understood that the state owns all of the navigable rivers and streams in Texas. Putting the dam across the stream to create the lake may or may not change that.
