Odessa PD is not publicly releasing the shooters name to avoid giving him any noteriety. This might actually help stop future shooters. Just heard over the scanner in Seminole at 5:08PM that all DPS troopers in the area are en route to Odessa and that the SO has been tasked to handle their duties (like auto crashes) in the county.
