Executive Directive Order #98-001 signed July 8, 1998 into Texas law allows concealed carry. See pages 22-23 .... its not the exact TEXT you're looking for but had the wording (and is extremely interesting!).

I've also gone to the Legislature website to see if I could find it there but they only go back to 1884.

I found the 'House Journal' for 1871 and have searched it for that particular HB # but the search doesn't bring up anything, maybe there is some wording on that bill that a search would find? It appears to be typed and was published by J.G Tracey, State Printer in 1871. Its 468 pages, would you like...
