It would put you up for a felony if you transferred a gun after the law went into place, because there is no way you could claim you sold the gun before the law. It's basically risk stacking instead of tolerance stacking. Gun + holster + not enough draw practice (probably) + not wanting to look slow to his peers (probably) = hole in leg
