I agree. I strongly believe Texas is no worse than it is in significant part because the short legislative session limits the amount of mischief the pols can get into.
Yes, and having the legislative session once every two years also limits the damage that can occur.

They are supposed to be in session all year long? seems to me that they already spend half the year on recess :grumble

Not so! There is this thing called a 'constitutional amendment' that the states can bring to bear. Such a movement is afoot, look for it.
I believe that you're referring to an Article V Convention of States, correct? Whereas members of the state legislatures can amend the constitution, bypassing Congress... It'll still never happen.
