When an officer and his department get sued for false arrest, they'll be more diligent in their department training! Such settlements need to be paid by wage garnishment. What if... Every enforcer was required to obtain his or her own liability insurance? As part of an enforcers 'wages, tips and other compensation' the employing agency could pay the premiums for basic liability coverage.
