I wonder what they thought should be done with him after he had completed that education separately. I wonder if they thought that he would have magically become non-violent or stopped having violent thoughts.

Deficiencies in school door and hardware design contributed to death toll. He killed students who were in locked classrooms without entering.

911 calls went to two different 911 call centers. Delaying response.

Shooter used 5 round magazines. Many opportunities for armed teachers to have ended his shooting spree while he was empty.

Plenty of incompetence, to go around. I thought that they conducted "lock down" drills. If so, how did the door lock issue not get discovered, before then?
And you stated, there were plenty of opportunities, for him to have been stopped, either by armed teachers, or non-cowardly LEO. JMHO
