My Dillon 650 throws it spot on 90% of the time. I've never seen it throw more than .1 grain off. I've never tried it with the Lee discs though.

I didn't realize I was cross eye dominant until last year. I relearned shooting long guns left handed. Hand guns I just started to use my left eye instead. Academy has Monarch 12 gage 7.5 or 8 monarchs for 5.00 a box right now. These are 1oz shells traveling at 1350 FPS. I use the every weekend shooting skeet, five stand, and sporting clays. What's your budget? I use a Leupold vx-2 on one of my AR's and a Redfield Revolution on another. I used both out to 300 but I'm currently trying to get better at 200 and they work great there. I got the Leupold for $200 and the revolution for $100

A used Colt Defender would likely fit the bill but comes up towards the top of your price range probably. I love mine. It's my EDC and has been 100% reliable.

Has the gun always had this problem or is it a recent development?
