I've never been asked for ID at my wal mart ammo counter, but they know me well at that store. Sounds to me like you may have had a rookie cashier helping you and the manager, fearing the possibility of 'secret shoppers,' had to enforce a wal mart policy. The little 'age verification' message (is customer 18 years old?) pops up on some pretty strange stuff, so it doesn't surprise me that ammo would trigger it as well.
I was flagged for age verification last weekend when I bought a bottle of NyQuil™
NyQuil, Spray Paint, Ammo, and other items that require you to be over a certain age will pop up. Anything aerosol, even cooking spray, usually is flagged.

That is why a lot of sales people ask a young person if they are buying 22 ammo for a rifle. If they are buying it for a handgun the sales clerk cannot sell it to them. BATFE stipulates that a person must be over 21 to purchase handgun ammunition.
Okay, but what is the law on possession of handgun ammo? IDK, but it is legal for an 18y old to possess a handgun. I would guess that it is also legal for an 18y old to possess the ammo since it is also legal for an 18y old to have that handgun in their home for self defense or concealed in their car. If they can't purchase it, how did they come to possess it? This is the hole of which I'm eluding to.
There are laws for licensed dealers and individuals that differ. The Youth Handgun Safety Act http://www.atf.gov/files/publications/d ... 5300-2.pdf" onclick="window.open(this.href);return false; says a 'person' may not transfer or sell a handgun or ammo to be used in a handgun if the recipient is under 18. The GCA states that a licensee may not sell a handgun or ammo for a handgun to anyone under 21 https://www.atf.gov/firearms/faq/licens ... -employees" onclick="window.open(this.href);return false;

So, bottom line, an individual who is not a licensed dealer may sell or transfer a handgun or handgun ammo to someone who is 18, but a licensee cannot sell or transfer to them if under 21.

I was purchasing the alcohol, but she was waiting in line with me. They demanded both of our ID's to make sure I wasn't buying alcohol for a minor. I asked them "If I was buying alcohol for a minor, do you think I would have her wait in line with me?" They were dumbfounded at this reasoning, brushing it off and saying "You'd be surprised."

I wonder if they refuse alcohol sales to people who buy it with their young children in tow.
They will do this on alcohol sales at many stores if there are several in line in a lot of college towns. All the friends will go in and if there is anyone in the group under age they will not sell to them. It will usually get overridden if they can tell it is a parent and child in the line, but if there is question about them being the parent or the person behind the register is just not bright enough to know how to evaluate the situation properly, then they will deny the sale.

As for ammo sales, I have never heard of them doing this, but they may have had an issue and have put a blanket policy in place.
