Yes, you can submit via the RSD website. That is how I submitted my disposition document. Get ready for a loooooooonnnnngggggg wait. It has been over 3 months since they received my document and I am still waiting.

I had a charge that was dismissed and sent them the disposition in January. I've called a couple of times and all they will say is that they have everything they need and that they have 180 days to review it.
