Yes but putting them out on bail is an inexcusable risk. If there was evidence that anyone was actively planning a terrorist attack, I would fully expect them to have 'reasonable bail' denied as there is no level of bond that can guarantee and secure the safety of the people among that element of crime.

Man this country is getting so backwards... We let an active terrorist out on bail...
