This line from the PD concerns me "The street racing ordinance would also allow for the impounding and/or forfeiting of vehicles."
Been there years ago, LEOs would pull people over for "hard acceleration as indication of street racing" or some other nonsense. This would give bad LEOs an excuse to steal and destroy personal property from law abiding citizen. I don't see this turning out well.
