"Left pending in committee" - until when? When is the next meeting? When will they vote on it?

Rep. Dutton said at the beginning of the meeting that all bills would be left pending for one week, to let members study the issues before voting on them. That's pretty standard operating procedure in the Texas House.

EDITED TO ADD: Chairman Dutton seemed very supportive. Vice Chair Alvarado and Rep. Rodriguez were the only vocal opponents.
More than two weeks after the committee hearing on HB 1299 (knife preemption), the bill is still pending in the House Committee on Urban Affairs. Now might be a good time for supporters of this bill to make their voices heard to committee members.
Texas House Committee on Urban Affairs:

Harold V. Dutton (D) - Committee Chair - (512) 463-0510 - Harold.Dutton@house.state.tx.us
Carol Alvarado (D) - Committee Vice-Chair - (512) 463-0732 - Carol.Alvarado@house.state.tx.us
Rafael Anchia (D) - (512) 463-0746 - Rafael.Anchia@house.state.tx.us
Gary Elkins (R) - (512) 463-0722 - Gary.Elkins@house.state.tx.us
Jeff Leach (R) - (512) 463-0544 - Jeff.Leach@house.state.tx.us

K.Mooneyham wrote:Douva, if you need proof, I can start a new thread tomorrow. I can call it "Anti-2A stories by the AP". I promise I will have no problems providing links to fill it up with. I'm NOT paranoid, I've just seen a LOT of anti-self-defense and anti-2A stories that came from the AP, and VERY, VERY few pro-2A, pro-self-defense stories from those folks.
Do you have any idea how many articles the AP publishes and/or distributes each day? Yes, some of them are slanted against gun rights. Some of them aren't. The media, in general, is poorly informed on MOST issues. The only reason their failures in covering gun rights stand out to you is because that is one area in which you happen to be relatively well informed. If you were equally well informed on natural gas production or farm subsidies, you'd be irritated about the AP's coverage of those issues.

Please, I beg of you, be VERY careful what you say to the Associated Press. They are EXTREMELY liberal-progressive in their ideology. They make it a point to put out enormous numbers of anti-2A and anti-self-defense stories...they virtually flood the internet with this stuff. Take a look and you will see what I mean. Fox News uses them, for instance, and if its an anti-firearms story, chances are it came from the AP. I cannot imagine they are any different where knives are concerned.
The AP definitely has its share of hacks, but keep in mind that it's an ASSOCIATION of newspapers and reporters, so the quality of the AP's reporting tends to run the gamut from very good to very bad.
Believe what you wish, but I do not count the AP as any friend to the Second Amendment and those who believe in the right to self defense.

Re: 2013 Knife Rights Bills

83(R) HB 1299
Relating to municipal regulation of electric stun guns, knives, and personal defense sprays.
2/25/2013 H Referred to Urban Affairs
View all actions

---------------------------------------------

The House Urban Affairs committee is chaired by Harold Dutton, who wrote the switchblade bill. Rep. Dutton is an "F"-rated Democrat, so I have no prediction as to how this will play out. Here are the members of the Urban Affairs committee:

Rep. Harold V. Dutton, Jr. (D-Houston, rated "F" by TSRA)
Rep. Carol Alvarado (D-Houston, rated "F" by TSRA)
Rep. Rafael Anchia (D-Dallas, rated "C" by TSRA)
Rep. Gary Elkins (R-Houston, rated "A" by TSRA)
Rep. Jeff Leach (R-Plano, rated "AQ" by TSRA)
Rep. Justin Rodriguez (D-San Antonio, rated "?" by TSRA)
Rep. Scott Sanford (R-McKinney, rated "AQ" by TSRA)

---------------------------------------------

EDITED TO ADD: My suggestion for approaching the "C"- and "F"-rated members of the committee is to steer clear of Second Amendment arguments (which aren't likely to sway staunch gun control advocates) and focus instead on the argument that municipal regulations on knives and other self-defense weapons create an unnavigable patchwork of laws that unfairly penalize citizens who never intended to commit a crime.

Re: The House Jurisprudence Committee

kf5nd wrote:The House Jurisprudence Committee will hear the two knife rights bills first.
Unless you have inside information from the Speaker's office, there is no guarantee that either of these bills will go to the House Criminal Jurisprudence committee.

Yes, that is where the last switchblade bill went, but that was two sessions ago. The committee makeup has changed since 2009. Straus could send these bills to Criminal Jurisprudence, or he could send them to Homeland Security & Public Safety, or he could send them to some other committee. Or he could send each of them to a separate committee (which is unlikely but possible).

Re: The House Jurisprudence Committee

kf5nd wrote:HB1299 just means that cities can't make laws more crazy than the State laws already are, which doesn't help anyone on Sept. 1, 2013 if HB936 is not enacted into law.
Don't you mean that it wouldn't help anyone except the people living in Alice, Corpus Christi, Dallas County, Houston, Laredo, Melissa, Richland Hills, Robinson, San Antonio, Shenandoah, and Texarkana? All of those jurisdictions have knife laws that are stricter than state law.

Do most Texans have more use for knives that open with the press of a button or for the ability to carry one knife throughout the state without risking criminal prosecution?

It's worth noting that Stickland's bill preempts municipalities from restricting knives or personal defense sprays or Tasers.
