Unlike the Senate, House bills that get out of their assigned committee go to the House Calendars Committee. That committee decides what bills go to the House floor for debate and vote. Unfortunately, any member of the Calendars Committee can "tag" a bill and kill it, without a vote in the Committee. Also, there are far more bills going into the Calendars Committee than the full House can debate and consider.
