I wouldn't beat on a range owner because they don't want to let you qualify your students there. Opening a range is a huge investment in money and time. Add in the liability they're taking on and it would seem logical for the owner to make sure they control every aspect of shooting that goes on in their facility. It's a pain, I know, to not have a range you can use easily. Get your $1 million together and solve your problem.
