It's a "defense to prosecution" not a "does not apply." It might be hard to defend showing up where you know your kid will be on a field trip on the grounds that you're not an official chaperone. At least I imagine it would be here in the People's Republic of Travis County.
Maybe currently, but with the clarification it might not be.

As in, licensed carry within governmental buildings (in this case institutions of higher education) would still be prohibited?

I'm still watching for updates to the status of HB308 and new text...
I might be reading your question wrong, but you do know that governmental buildings are not off limits unless certain circumstances are met, right? And although schools are governmental buildings, they are mentioned specifically as being off limits. You probably know this, but I just wanted to make sure. Other states prohibit concealed carriers from carrying in government buildings.

Nothing in this world gets done without public discussion anymore.....I'm glad to see the NRA speaking up.
To try and fail rather than not try at all may be good for some things, but horrible for others. Are you implying that the blunders that caused people to view those that wanted to open carry as nuts was a good thing?

For the NRA and TSRA to have focused on OC in previous years would have meant they could not focus on more pressing gun rights that effect far more people.

Bad things aren't always going to happen in any of the places that are off limits. Just like with Campus Carry, it could be going to and from our vehicles. Let the bouncers take care of a problem inside the bar. What about after the comedy show is over and you're walking to your car late at night? Same thing with a student going to their car after a late night class. If I can't carry in those places then I am disarmed outside of them when I come and go.
