In Chicago, a club is anything that the officer on the scene wants to be a club. People got arrested for having a hammer without nails or other tools. Or at least it was that way when I lived there.

The circumstances had to be suspicious, though. Six kids riding around in a car with baseball bats at 2 a.m. are probably not on their way home from a game.

A lot of the urban legends that people pick up on the Internet are really the way things are in other places.

As long as the ill-defined 'traveling' exists, it will be open to misinterpretation.
Traveling still applies to people who are not in motor vehicles. How about someone who is traveling cross-country by bicycle?
