Loaded or unloaded is completely irrelevant to unlawfully carrying a handgun. The law does not even specify that the weapon must be capable of functioning.

Only the driver or owner of the vehicle can carry.

The exception evaporates if the person is breaking a law other than a class C misdemeanor traffic violation. If someone is driving drunk, for example, the DA can pile on UCW.

Gov. Perry is in Turkey at the moment.

Sometimes he has a ceremony to sign bills in the presence of the sponsors and constituents. Otherwise, he'll just sign them when he has nothing better to do.
