Congrats. And I'm biased, but nice choice. Mine is still stock but I want to put some grey Magpul furniture on and an optic eventually. But like TAM said, I first sprung for 1,000 rounds of 5.56. Cost nearly as much as the rifle. :D
Dry firing is safe as long as it's fully assembled. Don't do it with the upper taken off.
ARs are easy to learn. I recommend you get an AR chamber brush too.

For that, I'd buy a Colt 6920 but then I'm not much interested in buying somebody's build unless I know them and the quality of the work they do. Thats just me

S&W does sell an M&P15 Sport II with a front sight base and Magpul BUS rear sight. I compared the Ruger and M&P side by side and went with the M&P. I didn't care for some of the parts on the Ruger including their rear sight. But at that price, you really can't go wrong with either. I will eventually replace the grip, stock and handguards on mine but it's not an immediate necessity.
If you were to go a little higher, the Colt 6920 Trooper is a fantastic rifle. You would need to put sights or an optic on it but for the money, it's hard to beat.

For that price I'd rather buy an S&W or a Ruger. They haven't been perfect but I'd trust either of those over PSA's spotty reputation. Of course that doesn't include an optic but Ruger AR-556s are running pretty cheap these days.
