She can UPS it to your FFL, but she has to declare it to UPS. Some will take it. Others won't. Do not ship ammo in the same package.

Every gun I own is unloaded except my EDC, and that is inaccessible to anyone but me. I don't leave shells in my shotgun, magazines in my AR-15 or my pistols (except one, and that is an empty mag) and I always make sure the chamber is cleared before storing a gun, even temporarily.

Texas has a recent history with trying to snag Republicans with the law. There was the Tom Delay "scandal" that ended up with him being acquitted on appeal. Then there was the ridiculous case against Rick Perry that ended up being thrown out. So I'll withhold judgment on Paxton's problems ...
