Re: HB 508, HB 928, HB 972, HB 1349 on the Senate Calendar t

At least we know who will sponsor a bill in the House and in the Senate for next session. And we have the ammo to make it stick. So there's some value there even though it won't happen this session.

This is what happens when you elect citizen legislators. The bill passed in the Senate because they've been politicians for so long (for the most part) that they think of themselves as different from "us". The House is much closer to the people because the legislators represent smaller numbers and have to stand for office more often, and some of the new ones don't cotton to carving out special exemptions for themselves.

Here's what would be absolutely fantastic. The conference committee agrees to amend the law to include ALL of us and it passes.

Either that or the language Carona added to the bill gets removed and it goes back to the original bill. It's past time for politicians to wake up and realize they are SERVANTS of the people.

Amendments ARE voted on separately.
So, the amendment was added to the bill via a vote of the house or senate? If so, who voted to add the amendment to the bill in order to give certain people the right to carry where others are not allowed?

Senator Carona "amended" the bill by attaching a different bill to it. It passed, so now it becomes law, including the amendment, which grants elected officials special privileges they're not willing to give us. Since he's my Senator, he will definitely be hearing from me as soon as I have all the facts.
Your comment hear makes it sound like the amendment was added by one Senator and not that the house or senate voted to add the amendment to the bill. Help me understand.
Any Senator can offer an amendment to any bill. When the Senator does so, the President asks the Senator to explain the amendment. The author then may accept the amendment or reject it. In either case, the Senate then votes on the amendment. Generally, amendments that are acceptable to the author of the bill will pass, and amendments that are not acceptable to the author of the bill will fail. (There are exceptions, but they are infrequent except for controversial bills.) Once all amendments have been introduced, described, debated and voted on, the bill will then be voted on as amended (if it was successfully amended.)

I don't know what happened to HB 928 and HB 1314. Does anyone know if they were brought up? If they passed or not?
TLO says they were both "Not again placed on intent calendar". Whatever that means. :headscratch
There's only two days left in the session. If they're not on the intent calendar tomorrow, they're probably dead.

I hope Whitmire is uncompromising for the sake of having a stronger campus carry bill. I also hope that's the reason he voted against HB 972 in the committee. I base that hope on him being the strongest vocal critic of the opponents of HB 972 in that hearing. I hope that's not all just wishful thinking on my part.
You're right. It was Wentworth. Sorry.

Eh, what do staffers know? Whitmire sponsored the campus carry bill last session. This session he let someone else sponsor it. I think he was unhappy with the way things went last session. As Committee Chair of the Criminal Justice committee, he stated publicly that if HB 972 did not pass this session a stronger bill would pass in a special session with different rules.

Whitmire is opposed to the opt-out provision. He wants a bill that mandates that public schools MUST allow CHL carry on campus. He said, in committee, that if HB 972 fails, a stronger bill WILL be passed in a special session. Since he's the Dean of the Senate, I take him at his word.

Re: HB 508, HB 928, HB 972, HB 1349 on the Senate Calendar t

The Senate stands in recess until 2:30PM. Earlier the President asked Senator Patrick if he was ready on HB 508, but Patrick never answered publicly, and the bill was not brought up. Not sure what's going on there. The bill reads "Relating to certain offenses relating to carrying concealed handguns on property owned or leased by a governmental entity; providing a civil penalty." Perhaps it has some of the same issues as HB 1314? Some seem concerned about having public employees liable to be arrested for breaking the law. HB 508 would assess a civil penalty of not less than $1000 and not more than $1500 for any government employee who tries to prohibit a CHL holder from entering a government property when it is legal for them to do so.

Senator Patrick is announcing that the CSCOPE lesson plans are being abandoned. There will be no more lesson development under CSCOPE. Lesson plans will be developed at the local level rather than being done in a top down manner enforced by the state. SB 1406 is being pulled down, because the regional boards have agreed to abandon CSCOPE.

I'd be glad to. One thing about Texas politicians that irritates me is that the NEVER start anything on time.
