Today, HB 972 (campus carry) passed out of the Senate Criminal Justice Committee on a 4-2 vote (Huffman, Carona, Patrick, Schwertner in favor; Whitmire and Rodriguez opposed; Hinojosa absent), despite overwhelming testimony from students, faculty, and Virginia Tech survivors. The bill would de-criminalize the carrying of firearms on college campuses in Texas, even for those universities that opt out.

Rumor has it that Governor Perry will add the bill to his special session call, putting it ahead of important issues like water and education funding.

In order to kill campus carry in a special session, we need sixteen Senate votes. We believe we have those sixteen votes. Our task now is to hold on to them. IMHO - this will make the bill meaningless. The vast majority of schools will opt out. The discussions will be pro forma. Staff will not go against antigun administrations.

Also, future attempts to have carry in the future where an antigun president cannot decide for all will be blocked. The option program will be seen as 'reasonable'. The opposition to carry was unreasonable and that's why a legislative mandate was need to override administrations at colleges.

I might be wrong but I don't see this as much use given what I know of administrations.

I am not in favor of administrators decided my basic rights. It should be the realm of the legislative process.
It is not meaningless in that it is no-longer a felony if licensed student or employee chooses to carry despite a school's administrative policies. This puts University employees on the same playing field as nearly all other employees in the state of Texas. It becomes a personal choice whether to risk termination (or in cases of posted 30.06, misdemeanor charges) if discovered carrying.

It is better than being against the law IMHO.

And, I have only forgotten I was still armed when entering my office one time in 15+ years. I had stopped by the store on the way in and so entered the parking lot from a different direction. Somehow that threw my routine off and I forgot to lock it up. Anyway, for those few minuets until I got back to the car, I was committing a felony ... with this bill I would just be breaking company policy.

This is mentioned in this thread. But given the significance of the discovery, I thought it warranted a new thread as a call to support.

Many have disparaged HB972 (including me) because the opt-out clause leaves it somewhat toothless. But it does do something significant in that it removes criminal penalties for those who would carry on campus. The opt-out provision allows the university to "adopt administrative rules and regulations". So a university employee carrying at work would risk termination but not criminal charges just like employees at other businesses. I suspect students similarly would risk expulsion.

baldeagle points out the 30.06 postings would still apply.
