DPS still hasn't come out with the new handbook.
I took the old one one added HB 25 and SB321, and made a wiki. It can be found at:

Some might find it easier to navigate than a PDF and it's more current than what DPS has made available. I will continue to add links and linkbacks as well as add any additional changes that I may have missed.

I am looking for a software copy of the the new 2011-2013 Texas CHL handbook. Is there a link any anywhere yet?
