The woman knew something wasn't right -- note the way she allowed her companion to assume the lead. I guess she (and he) thought that he could handle the situation. They apparently did not surmise that the bad guys were going to physically assault and rob them. Who knows what they thought might happ...

I wonder what percentage of Texas applications fail for non-criminal reasons. There are, or have been, clear process issues in Florida that allowed this lack of a proper check to occur. It seems like a simple checklist before issuance would catch a lack of confirmation.
