Someone might have had a bearing fail on the road there. Another car goes by and their tire hits a ball bearing and it smacks your car. Sorry, but it seems more likely than someone sitting on the road shooting at cars with a pellet gun.

My first car was a truck. I had a 1992 GMC Sierra extended cab 4x4. It was two tone dark blue and silver. I got it from my brother in 1998. I think it already had 185,000 miles on it when I got it and needed a fair amount of work, but after that it ran well.
