If shot placement was the over-riding factor as you suggest, then why not carry 22LR? You get the bonus of maximum capacity too. Well, technically 22 LR penetrates good enough and can easily kill with good shot placement. It just doesn't do as much damage in general so if your shot placement is off...

If they have been suspended without pay doesn't that usually mean the police department is not on their side? Usually if they going to brush it aside, the officers are suspended with pay. Makes me wonder if there is more to this that doesn't look good.

IMO, overpenetration has become too big a focus on this stuff. I think making sure you can shoot your chosen carry gun well and hit your target are more important (and use reliable self defense ammo). Misses are far more dangerous down range than over penetrating rounds though I wouldn't want to get...
