This smacks of the abuses of the Jim Crow South. In the bad old days, in some places African-Americans were required to pass a civics test before being allowed to register to vote. The graders always had enough discretion to flunk everyone.

Texas law affects only Texas governmental entities. Granger is a federal office holder, so her rights are not limited by Texas law pertaining to Texas governmental entities. She must, however, run in the Republican primary. That is where she is vulnerable.
