I share your sentiment! However, I heard this question and IIRC, a pet dog is considered property under state law and shooting someone beating your dog will get you in trouble.

The article's title is misleading regarding a civil rights investigation. Buried near the bottom, the article states:
FBI told police it would not further investigate the incident because the photo did not pose a specific threat.

Build more prisons! If you go soft on drug crimes, more serious crimes will follow. Just look at SF where the city passes out needles to heroin users. It has become a biological waste land.
