There's no question a lit cigarette can cause burns that become infected or leave a permanent scar. Torturers and child abusers have used them since cigarettes were invented. My input after spending time reading the law is that maybe we should be focusing more on "receiving" notice. I think one could argue that the detailed specifications for signs and written notice in the law were put there to emphasize that you have to "receive" the proper notice ...

If you find a photo of him you can see why he would not quietly blend into the population somewhere. This is what I got searching Google. It says it's his booking photo.
