I know concealed carry was not restricted at the Capitol, can I assume open carry is not restricted either?

Examine ways to keep firearms out of the hands of individuals who would not pass a federal background check, while protecting the Second Amendment and Texans' right to bear arms.
I'd be happier if the charge read:
Protect Texans' right to bear arms and the Second Amendment, while examining ways to keep firearms out of the hands of individuals who would not pass a federal background check.
Our civil right to self-defense and the Constitution should always be the first consideration of government.

You are correct that an LTC holder can carry openly or concealed in the Texas capitol building and on capitol grounds. I have done so many times since 1/1/16.
