A 23 year old man removed a hunting rifle from the trunk of his car and murdered three women coming out of a restaurant together. At this time the police feel the targets were random.

The rifle was registered, but not to this man. Firearm regulation in Finland is required to meet minimum EU standards. It is considered restrictive. You must be licensed to own a firearm and must have a reason to own a firearm. All guns are licensed. Semiautomatic weapons are difficult to get a license for, so the rifle most likely was a bolt action rifle.

Finland has a murder rate of 1.6 per 100,000 people. Chicago has a murder rate of 26 per 100,000 so far this year.

I was there, a few months ago. Nice place, but it was at the end of summer.
