He is trying to hitchhike onto some of the recent action in Connecticut and New York.

He might have introduced this to gain favor from his congressional house rep..

I'm with you on this. I'm sure he knows this thing doesn't have the chance of a snowball in the Sahara heat. He's just checking off some blocks to bolster his big-government "credentials" and look good to certain folks.
