Did HB 1407 Die

Did HB 1407 die? It looked like it was moving along nicely and seems to have died at the 1 yard line. Made it through the house and then senate committee and onto the intent calendar. It didn't get the the general calendar and now has been dropped from the intent.

Bill Summary:
It has been noted that individuals with a license to carry a handgun are permitted to carry a
handgun on their person when in a motor vehicle, but are subject to prosecution if the handgun is
visible in the motor vehicle, but not on their person. H.B. 1407 seeks to close this loophole by
allowing a license holder to have a handgun visible in their vehicle, regardless of whether it is on
their person, as long as the handgun is in a holster.

"Shoulder or Belt" was dropped when in a car.

If I had to guess, I would say that this is part of the negotiations on HB 1927.

Since HB 1927 removed TPC 46.035 and HB 1407 changes TPC 46.035, enacting HB 1407 would cause a conflict. HB 1927 removed all instances of "shoulder and belt" from the penal code so we have the same net effect when HB 1927 passes.
