No! If they want to carry a handgun they can (a) take the class, pass the tests, pass a background check, and have the same carry restrictions as the rest of us, (b) get the law changed so the right to keep and bear arms in Texas is not infringed, or (c) move to a state where the right to keep and bear arms is not infringed.

Law abiding taxpayers are equally at risk from violent criminal actors in any and all "gun free zones". All for one and one for all.

Did you read the Bill? I doubt you would feel this way if your daughter's husband or boyfriend beat the crap out of her and promised to kill her when she filed charges.

I too don't like elitist bills, but this Bill hardly fall into this category.

I am also not in favor of elitist or carve out bills, but my thought process, went in the direction, of small steps towards removing prohibited places for all LTC holders.
We can look back and say, " there were no issues, with "at risk" people carrying (name locations) so our group of law abiding citizens should be able to do the same," JMHO

Can you tell me where this has worked in Texas in the past? What locations can I, the average LTC, legally carry because the legislature previously gave exemptions to a special interest group?

Also, when will 19 year old Toyota mechanics be eligible for a Texas LTC because the road was paved when they allowed 19 year old 91B to get a Texas LTC, and there were no issues?

This bill is dead, but SB 1691 is still alive and has a similar (albeit more limited) impact; it provides that if an applicant is protected by a protective order, DPS must either issue a license or give notification of denial "as soon as practicable," and the applicable license fee (original, renewal, duplicate) must be waived. SB 1691 does not add any exceptions to prohibited locations for license holders.

(On a side note, HB 2949 would not have permitted people with an "at-risk designation" to ignore 30.06 or 30.07 signs, since those sections do not rely on 46.02 or 46.03 for their applicability. Such individuals would be carrying under the authority of "Subchapter H, Chapter 411, Government Code (handgun licensing law)," so effective notice of a 30.06 or 30.07 prohibition would still apply to them. The reason that peace officers and some other classes mentioned in 46.15 don't have to pay attention to those signs is not because 46.02 and 46.03 don't apply to them, but because they are carrying under different legal authority.)
