I dont understand all the legal talk on HB:896.
My question is, where does this bill stand right now? Has it passed? Is it a law yet?
I dont understand all this house/senate and other stuff. I need plain ole simple english please.......

It didn't pass. It died in the House Calendars Committee.

For a legal / legislative newbie idiot, what is the Calendars Committee. What is thier function?

Unlike the Senate, House bills that get out of their assigned committee go to the House Calendars Committee. That committee decides what bills go to the House floor for debate and vote. Unfortunately, any member of the Calendars Committee can "tag" a bill and kill it, without a vote in the Committee. Also, there are far more bills going into the Calendars Committee than the full House can debate and consider. Many bills die in that committee simply because there is not enough time to get them to the floor.
