It will never be ideal anywhere. Well, there is one place I've been told about.

Interesting letter, though. I wonder if that means if harm came to someone that they could sue the government since they have acknowledged their responsibility for crime.
I am not and have never been a LEO. My avatar is in honor of my friend, Dallas Police Sargent Michael Smith, who was murdered along with four other officers in Dallas on 7.7.2016.

Societies need to decide if they want criminals to run the country or law abiding citizens.

Well they just said they are responsible and outlined what he needs to do... So if he is attacked in the day time, while not camping- he can sue the "state" right???

Suing the state is the obvious idea but impractical over there - we're talking Africa.

Yep, it was tongue in cheek... about as useful as suing our gov't.
