It's a trick question. Allowing all licensed individuals to carry on campus would by it's very nature allow university staff to carry on campus. The poll does not specify whether the legislation it is speaking of is inclusive or exclusive of everyone else.

Just like other polls asking about students carrying on campus in Texas with no mention of staff even though the current legislation includes all licensed individuals.
