As far as I am aware, that would only apply to UTMB, MD Anderson, and UTHSCSA. Most medical schools in Texas don't actually own or operate the hospitals where there students rotate.
Is this now ADDING restrictions to concealed carry? Currently a hospital would be required to give 30.06 notice to prevent concealed carry. Or is this just saying that ONLY university hospitals are now statutorily off limits (instead of the entire university premises)?
It doesn't say this section forbids carrying at a school-owned hospital, it is clarifying that this section does not expressly permit it.
INAL, but I take this to mean that a school-owned hospital can post enforceable 30.06 signs and this statute will not render them void. If a school-operated hospital does not post 30.06 signs, it seems that licensed concealed carry would be allowed.
This legislation is adding places that cannot restrict lawful concealed carry. . . so colleges cannot post enforceable 30.06 signs.
The quoted statement seems to be a clarification that the law does not include preemption language for school-owned hospitals restricting carry.
