While I don't claim to know if Maria Butina was working for the Russian government, Paul Craig Roberts indicates that evidence against her is extremely thin:

The Arrest of Maria Butina Is Another Hoax
The principal evidence against Maria is that she met with a former Russian ambassador to the US, Sergey Kislyak....I have read the indictment of Maria Butina. She is not accused of any crime recognizable by Anglo-American law.

I am sure that the Russian government wants their citizens to have 2A rights. Sure.
