According to this, serial numbers weren't required for most US firearms before
October 22, 1968

Serial numbers still are not required on guns not manufactured by an ffl, i.e. 80% lowers

I knew this. I had a .22 rifle manufactured before 1968 and it had no S/N. I bought it from the dealer that way in 1987.

There are also weapons produced for clandestine purposes often bear no markings, or false markings. link

Most ARs have the serial number on the magwell. If people are willing to break the law, they can drill out the serial number and half an inch around it without affecting functionality at all. Drill or grind all the way through and there is no way to raise the number from metal that doesn't exist. If they're real hard cases, they can ambush cops and take their guns. That's much less work than making a ghost gun.
