I think their strategy is twofold:
1. get everyone used to seeing gun control activity so it's no longer shocking and they hope to desensitize us/them to the idea- paving the way for future bills to pass.
2. throw enough excrement at the wall and something may accidentally stick this time around.

Some representatives/senators file bills just to get support from organizations during the next election. They can campaign on being a champion of certain legislation, even though all they did was "file" a bill that went absolutely nowhere. Don't be surprised if Bloomberg groups donate more money to the campaigns of these elected officials next election.
