CHL renewal of Military personnel stationed out of state.

I have two sons stationed out of state or out of country. Both have expired texas CHL licenses.

Texas is their Home of Record and, I think, both are registered to vote in Texas.

Attending class is not an option. E-Mail to the DPS web site has gone un-answered.

Both will, periodically, visit the CONUS, and would like to be 'legal' when they do.

How do they renew their CHLs?

As far as I know, they have to take a renewal course from a Texas CHL instructor. They only thing that being in the miliatry might help with is getting out of the range test.

It's a shame that Texas's system puts people in this position.

They might be able get non-resident licenses from a state that has reciprocity with Texas.

Im a texas resident stationed out of state and when i went on leave i asked about it and was told that if a texas certified CHL instructor was stationed with me or just lived up here then i could do it that way but other than that the only other way was to go on leave and do it. Luckily getting a concealed weapon license in north dakota is as easy as getting a bottle of water from wal-mart.

"The rules" make class a requirement - in Texas only from a Texas CHL instructor only.

Not to make excuses for 'em, but I know they are slammed just now in Austin. Another instructor buddy is trying to get scheduled for his renewal class and when he did finally get through to them on the phone, he was told it might be another 2 to 3 weeks before they got him an answer on when ...

If ya see a date in the furture when the boys might be in DFW area, hit me at dcsa1996@yahoo.com and we'll see where I am schedule-wise at the time. Renewal classes (if license not expired for more than 1 year) can be done in at little as 4 hours. And some us in the biz have a real soft spot price-wise for those currently serving our country.

Number 1 son is in AZ.

There is no problem there. But when he travels out of state?..Visits home?..or in-laws?

As I understand it, recipical agreements don't hold much water if the original license has expired. I don't know.

Unlike an expired Texas Drivers License, an expired Texas CHL has no validity for Military Personnel after the expiration date.

Number two son is in the sandbox again.

Perhaps this would be an isue worth mentioning at the next sit-down mtg with the folks at the DPS by State Certified Instructors?

The requirement to renew with a Texas CHL instructor is the law. DPS can't do anything about it. Only the legislature can change it.

I'm not sure I made myself clear about an out-of-state license. You can get a Florida license without living in or going to Florida, and it will be good in Texas. There are several other states that work that way. I don't know off the top of my head which ones.

Florida will accept a copy of their Texas TR100 for proof of training and issue them a non resident license which is valid in Texas.

If they are in the Dallas area, I give serving members of the armed forces the renewal class for just the cost... i.e. $5 plus range fee.

I can't find it on the state web page right now, but when I got my CHL I was looking at the renewal requirements for military out of state (which I will be in a year or two). Somewhere, it said that you can make a sworn statement that you have reviewed the laws and meet the requirement.

Military weapons proficiency counts for the shooting portion also (again, can't find the reference right off...)

I'll keep looking....

Zero G, if you find that reference, please post. Again, DPS hasn't been exactly a fountain of information and I haven't been able to definitive, non-contrictatory stuff.

I 'spect, if there is a situtation where doubt exists, the on site Police will charge everyone who might be guilty of a crime and let the courts/DA sort it out.

I just noticed this:

GC Â§411.185 (d) The director by rule shall adopt a procedure by which a license holder who satisfies the eligibility criteria may renew a license by mail. The materials for renewal by mail must include a form to be signed and returned to the department by the applicant that describes state law regarding:
(1) the use of deadly force; and
(2) the places where it is unlawful for the holder of a license issued under this subchapter to carry a concealed handgun.

I'm not sure what this means. I think it just means that DPS has to accept renewal applications by mail.

I can't find anything in the rules and regulations about renewals without taking the classroom course.
