I went to the doctor this afternoon, who's office is in one of the Methodist buildings out here in Sugar Land. I've never stopped to study the CHL signs, but did so today. They're 30.06 posted with "51" designation.
Can someone explain to me how a hospital is claiming that they obtain 51% of their sales from alcohol?
Or, am I not understanding something?

Rubbing Alcohol, maybe?
I seem to recall there was something at one time that required hospitals to post the equivalent of a 51% sign without the red 51% part. It seemed that some posted the actual 51% sign itself.

This has been in the law since the beginning and hasn't changed. It's Government Code section 411.204, which requires hospitals to post the same sign as bars without the 51% overlay. In the case of hospitals it has nothing to do with selling alcoholic beverages.
The infamous PC 46.035(i) later required hospitals to also post 30.06 signs if they want to exclude CHL holders.
I''ve seen all kinds of imaginative variations on these signs.
