ATF says I can buy a long gun from a licensed dealer (FFL) in another state, if it's not prohibited by Texas law or the laws of that other state. Private sales outside Texas (my state of residence) are still a big no-no, AFAIK.

You are subject to Alaska law when you're in Alaska, and Texas law in Texas. Regardless of your State of residence.

I don't envision shooting from retention unless there are physical constraints that prevent a sight picture, but I suspect that's a product of my training, which includes FOF with red guns and sims.
