Your case sounds very similar to mine, however I never signed an agreement with anyone. I plead not guilty and refused to take any deal since I didn't do anything. 01/07 - Submitted Application (1st app expired month prior)
01/22 - Fingerprints
02/07 - Status change on website! Can now update my address, report lost license, etc.!!
02/10 - CHL was mailed

Plastic was in the mail today!!! 
Mailing date indicates it shipped on the 10th so it only took 2 days to arrive
