Typically, dams are designed to hold back a specific amount of water. If the water levels get too high, you run the risk of the increase in water pressure overwhelming the dam and causing it to fail, which would of course be a bad thing. That's when they tend to open the flood gates to start bleeding off the excess water and with it the excess pressure.
